
Karachi, Jan 09 (APP): At a significant stone-laying ceremony, Caretaker Sindh Chief Minister Justice (R) Maqbool Baqar inaugurated the foundation of the M9-N5 Link Road interchange in Kathore. The Link Road, which has been completed, requires integration with the Motorway to become fully operational.
Key Attendees and Ceremony Highlights: The event was attended by prominent figures, including Information Minister Muhammad Ahmed Shah, Secretary Works Muhammad Nawaz Sohoo, DG PPP Unit Asad Zamin, Director PPP Unit Sajjad Gilal, PD M9-N5 Link Road Muhammad Ali Memon, and SE Works Khurram Mughal.
Project Significance: CM Baqar emphasized the project’s importance, stating that the interchange would bridge a critical gap, facilitating traffic flow from Karachi’s industrial zones via the M9-N5 Link Road Project to upcountry destinations. This project is pivotal for streamlining the transportation network, allowing seamless traffic navigation to the M9.
Public-Private Partnership Milestone: The M9-N5 Link Road Project is a landmark initiative, being the first Public-Private Partnership (PPP) in Pakistan financed entirely through traffic revenue without any equity, Minimum Revenue Guarantee, or financial support from the provincial government. The Concessionaire has not only funded the project independently but also committed to managing its operations and maintenance for the next 23 years.
Government Support and Commitment: Due to delays in the interchange construction, the Sindh government has agreed to compensate the Concessionaire for the revenue loss incurred. CM Baqar urged the DG FWO to expedite the traffic connection to the M9 through slip lanes, highlighting the government’s readiness to provide necessary funds for construction as per the agreement. He expressed confidence that the Frontier Works Organization (FWO) would complete the interchange within the 12-month timeline specified in the contract.
Project Overview: Secretary Works provided a detailed briefing, explaining that the M9-N5 Link Road project aims to offer an improved route for traffic moving between National Highway N-5 and Superhighway M-9, thus avoiding congestion in Malir, Bin Qasim, and Landhi Towns. This 22-km four-lane dual carriageway is set to enhance safety for through traffic and support ongoing developments along the route, including educational and residential/commercial projects.
Commercial Corridor Benefits: The link road will serve as a commercial corridor, providing upcountry access for traffic from Port Qasim and industrial areas in Landhi, Korangi, and Steel Mill, marking a significant step forward in the region’s infrastructure development.
By laying the foundation for the M9-N5 Link Road interchange, the Sindh government demonstrates its commitment to improving transportation infrastructure and fostering economic growth through strategic projects.
